I added a page brower to a page and referenced content from another page that all the elements are locked and I get “Cannot set unknown member…”. It seems like the page loads okay when running in simulator mode.

Yeah, I’m aware of this issue. That control sometimes has trouble loading content in Design mode. I’ll have to look into it some more.
