Does The Home Remote support NAD receivers via ethernet?

Or would it be necessary to use an iTach for either IR or RS-232 instead?

No. There is no built-in support for NAD. To use Ethernet or RS-232 you’ll need to write a Plugin. IR control with either Global Cache or Logitech Harmony should work without any custom coding. That’ll probably be your quickest & easiest option.
